QinetiQ wins PECOC defence clothing assessment contract

QinetiQ has competed and won a 16-month contract, valued at over £3.5m, for the Ministry of Defence's PECOC (Personal Equipment and Common Operational Clothing) Assessment Phase. QinetiQ and a team from the MOD will look to gain a better understanding of possible future requirements, looking at the complete range of fit-for-purpose clothing, load carriage and protective equipment, including helmets and body armour, across the armed services.

"This win is important for QinetiQ as it's the first significant assessment phase work and the biggest competed contract in the logistics management area we've received," explained Tom Burnet, MD of QinetiQ's Capability Support Division. "The work acknowledges our strength as an impartial advisor and moves us into the broader equipment supply community. It also reflects our understanding and expertise in human physiology and how clothing and equipment can impact capability and performance. Our knowledge and ability to provide or access the necessary test facilities is equally important.

The aim of the PECOC assessment phase programme is to assist the MOD in understanding the complex compromises and enable it to focus its spend where it achieves best effect and therefore make informed decisions to ensure that it provides exactly the right degree of protection and functionality for any operational environment. It also takes into account sourcing equipment from all levels of the supply chain from large suppliers to specialist SMEs.

Other key factors in QinetiQ being awarded the contract were its broad and deep knowledge, but clear independence from the clothing and materials supply chain; its clear understanding of the interoperability issues between clothing and other equipment and systems requirements; and its expertise in managing complex system integration programmes. Being able to draw on the risk reduction skills of its HVR subsidiary and the experience of its US based Foster-Miller subsidiary, which recently bid a similar programme into the US Department of Defense also provided a useful insight into the wider global market.
