As acts of unlawful interference continue to pose a serious threat to the safety and security of international civil aviation, it is considered imperative that ICAO continue to pursue policies and programmes designed to prevent and suppress such acts. The main objective of ICAO's technical aviation security programme is to assure the safety of passengers, crew ground personnel and members of the general public by first attempting to deny offenders access to aircraft.
